Purpose
The No More Homeless Pets Program provides financial assistance to eligible organizations that perform spay/neuter surgeries for owned pets and community cats in South Carolina.
The program is funded through the sale of South Carolina's No More Homeless Pets specialty license plate pursuant to SC Code § 56-3-9600. Revenue generated from the license plate is used to support statewide sterilization programs that reduce pet overpopulation, improve animalwelfare, and protect public health and safety.
Grant funding may be used for:
- Spay/neuter surgeries for owned dogs and cats belonging to income-eligible South
Carolina residents.
- Trap-Neuter-Return (TNR) programs serving free-roaming community cats.
- Rabies vaccinations provided in conjunction with funded sterilization surgeries.
- At this time SHELTER OR RESCUE OWNED pet surgeries are not eligible per the guidelines outlined in SC Code § 56-3-9600.
Eligible Applicants
The following organizations may apply for funding:
- Animal shelters
- Animal control agencies
- Humane societies
- Nonprofit animal welfare organizations
- Low-cost spay/neuter clinics
- Licensed veterinary practices
Applicants must demonstrate the ability to administer grant funds responsibly and maintain accurate records of all funded surgeries.
Grant Funding
Grant awards are subject to available funding and may be offered in amounts established annually by the program administrator.
Grant recipients must identify:
- The number of surgeries to be performed.
- The types of surgeries (dog spay, dog neuter, cat spay, cat neuter, TNR surgeries, etc.).
- The estimated budget.
- The geographic area to be served.
- The anticipated project timeline.
Funding is awarded on a reimbursement or advance basis as determined by the program administrator.
Program Requirements Grant recipients are responsible for ensuring that: Owned Pets Funding for owned animals is used for South Carolina residents who meet the program's income eligibility requirements or other eligibility criteria established by the program. Documentation supporting participant eligibility must be maintained by the grant recipient and made available upon request. Trap-Neuter-Return (TNR) TNR surgeries funded through this program must be performed on free-roaming community cats in accordance with accepted humane practices and all applicable state and local laws. |
Reporting Requirements Upon completion of the grant—or as otherwise required by the award agreement—grant recipients must submit a final report that includes:

Funding Availability Grant awards are contingent upon available funding generated through the No More Homeless Pets specialty license plate and distributed pursuant to SC Code § 56-3-9600. The South Carolina Department of Agriculture and the program administrator reserve the right to establish annual funding priorities, reimbursement rates, reporting requirements, and grant conditions based on available appropriations and statewide program needs. |
Program Administration The No More Homeless Pets Program is administered in partnership with the South Carolina Department of Agriculture and the South Carolina Animal Care & Control Association (SCACCA). Application procedures, grant forms, reporting requirements, reimbursement schedules, and program deadlines are published annually and may be updated to improve program administration or comply with changes in state law or funding availability. |
